As Senior Actuary and President of Boomershine Consulting Group, Dave has primary responsibilities for delivering consulting services and providing strategic retirement and health and welfare consulting solutions to clients.
Dave’s business background includes more than 35 years of experience with major national employee benefit consulting firms in senior positions. He specializes in helping clients design, administer, fund and communicate employee benefit plans and has worked with all sizes of employers in the public and private sector, as well as non-profit organizations. He has extensive experience in analyzing, re-designing and developing solutions for retirement and other benefit programs.
Dave has spoken on a broad range of retirement topics in numerous forums including regional and national conferences and seminars, the International Foundation of Employee Benefit Plans (IFEBP), the Government Finance Officers Association (GFOA), the Davenport GASB conference, the Mid Atlantic Plan Sponsors Annual Conference and the Worldwide Employee Benefits (WEB) Network. He has also been interviewed on radio numerous times concerning current public sector retirement plan issues.
He is an Enrolled Actuary (EA), a member of the American Academy of Actuaries (MAAA), a member of the American Society of Pension Professionals and Actuaries (MSPA), a Fellow in the Conference of Consulting Actuaries (FCA) and a member of the National Retirement and Savings Committee of the American Benefits Council.
Mr. Boomershine earned a BA in Mathematics, with concentrations in Business Administration, Economics and Computer Science from Shippensburg University.

Greg Stump is Chief Actuary at Boomershine Consulting Group.
Greg is an experienced pension actuary, specializing in public sector defined benefit and retiree healthcare plans. He is a Fellow of the Society of Actuaries, an Enrolled Actuary, a Fellow of the Conference of Consulting Actuaries, and a Member of the American Academy of Actuaries.
Greg specializes in public sector defined benefit and retiree healthcare plans. He is a member of the Public Plans Committee, a leadership group of the Conference of Consulting Actuaries, as well as both the Health and Pension Sections of the Society of Actuaries.
Greg is an expert on pension cost and funding projections and benefit design, focusing on the risks faced by public pension and retiree healthcare systems. Over the past two decades, he has helped a large number of governmental plans in their development and refinement of funding policy and benefit design efforts.
Greg has worked with a variety of systems, both public and private, throughout the United States. He has provided advice and service to some of the largest and most complex public plans in the nation, as well as numerous cities, towns, counties, and special governmental entities. He has also served on a number of committees and educational groups, providing continuing education for pension trustees and other governmental groups.
Greg is also a frequent speaker at national and regional public pension conferences. He earned a BS in Mathematics from Indiana University of Pennsylvania, graduating Summa Cum Laude in 1993.
Sunita Bhatia, EA, ASA, MAAA, ACA

Sunita has over 25 years of experience working with retirement plans, with a concentration on defined benefit plans (both public and private sector plans). This experience includes assisting clients with the various aspects of their plans and interacting with the clients’ boards and committees, as well as their employees. She has been involved in performing ERISA/PPA/HATFA Funding and FASB Accounting Standards Codification (ASC 715) valuations, Settlement and Curtailment Accounting for Defined Benefit and Other Post Retirement Plans, Regulatory Compliance and Non-discrimination testing. She has also been involved in Plan design and implementation of new retirement programs, and has assisted clients in analyzing and modifying their total benefit programs.
Ms. Bhatia earned a MS in Mathematics from the University of Maryland, Baltimore County and is an Enrolled Actuary(EA), Associate of the Society of Actuaries(ASA), Associate of the Conference of Consulting Actuaries(ACA) and a Member of the American Academy of Actuaries (MAAA).
Kelly Carver

Kelly has been a consultant in the retirement plans field for more than 20 years. The majority of her experience has been with medium sized pension plans of regional hospital systems sponsoring cash balance plans. As a senior consultant, she is the primary contact for clients and is responsible for overseeing all aspects of annual defined benefit services, including funding and accounting valuations, government form filings, and plan administration
In addition to overseeing the annual services, Kelly consults with clients regarding regulatory issues, plan design and implementation, plan termination and plan de-risking.
Ms. Carver earned a BS in Mathematical Sciences from The Johns Hopkins University.
Marshal Banks

Marshal has over 19 years experience in various aspects of defined benefit retirement services, including data maintenance, reconciliation and update, benefit calculations, benefit statements and government filings. He also has a wide range of knowledge about Medicare Part D from completing the required testing, interacting with the website to requesting of the subsidy and the fiscal recommendations. He has completed these tasks for over 50 different clients ranging in retiree population size from 10 to over 5,000. He has attended the various RDS sponsored seminars in Dallas, Baltimore and Boston. He also provides retiree medical administrative services.
In addition he uses his background to help clients with automating the various tasks related to pension plan administration.
Mr. Banks earned a BS in Actuarial Science from Towson State University.
Susan C. Dyer, EA, MAAA
Consulting Actuary
Sue has over 30 years of experience in the consulting actuarial field, working with both pension and retiree medical plans. She has provided consulting services, including preparation of annual funding and accounting valuation results and projections, government filings, individual benefit calculations, comprehensive benefit statements, actuarial assumption/experience reviews and plan design studies, for a number of clients. She interacts with clients’ boards and committees, as well as human resource and finance professionals, presenting funding and accounting results and projections, alternative assumption sensitivities, and other projects requested by clients.
Sue earned a B.A. in Mathematics from Loyola University in Baltimore, Maryland. She is an Enrolled Actuary under ERISA and a Member of the American Academy of Actuaries.
Kate Boomershine

As a Communications Consultant, Kate is the Project Manager for our Total Compensation Statements Division. She previously worked at a major international benefit consulting firm and has experience creating and producing a wide variety of customized benefit statements for small organizations as well as Fortune 100 Companies. She also provides actuarial analyst and retirement plan administration services for the BCG Team.
Kate graduated from The College of William and Mary and is currently studying for her CEBS Certification from the International Foundation of Employee Benefit Plans.
Darlene Morgan

Darlene Morgan has over 30 years experience in various aspects of defined benefit retirement services, including data maintenance, reconciliation, and update, benefit calculations, benefit statements, actuarial valuations, and government filings. Darlene has earned the Certified Employee Benefit Specialist (CEBS) designation and is a member of the International Society of Certified Employee Benefit Specialists. .
Adam Kimball
Actuarial Analyst
As an actuarial analyst, Adam helps to support the entire team at Boomershine Consulting Group. Adam is responsible for completing benefit calculations, managing client databases, and producing benefit statements. He also prepares forms for government filings, all with the focus on personal service to each client.
Adam attended the Towson University, earning a degree in Mathematics. He has completed Exams P, IFM and FM, and is continuing to work on progressing through the Society of Actuaries’ professional examination curriculum.
Peter Wagner
Actuarial Analyst
As an actuarial analyst, Peter helps to support the entire team at Boomershine Consulting Group. Peter is responsible for completing benefit calculations, managing client databases, and producing benefit statements. He also prepares forms for government filings, all with the focus on personal service to each client.
Peter has graduated from the University of Maryland, with a degree in Mathematics. He has completed two actuarial exams, and is continuing to work on progressing through the Society of Actuaries’ professional examination curriculum.
